The Senior RFP & Proposals Manager is a hands-on role that will lead the development (drafting, editing, writing) of HWL’s responses to competitive solicitations – request for proposals (RFPs), request for information (RFI), etc. – from private and public organizations. Public agencies that issue solicitations which HWL may respond to include federal, state, county and city public healthcare and emergency management departments, correctional institutions, behavioral health, education and more. Private organizations HWL may respond to include healthcare systems, hospitals, skilled nursing facilities, long term care, physician groups and other healthcare delivery organizations.

Job responsibilities include but are not limited to:

  • Create compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
  • Manage the full life-cycle of RFP response and proposal delivery with an emphasis on continuous improvement.
  • Monitor various websites for competitive solicitations to ensure HWL is aware of potential opportunities.
  • Work with sales and marketing team to identify potential client prospects for HWL and assist sales team with receiving proposal opportunities.
  • Quickly onboard and learn about HWL’s technology, services, and business processes.
  • Develop, update, and maintain processes and procedures to efficiently track and respond to competitive solicitations.
  • Develop and update proposal document templates suitable for different types of customers.
  • Conduct meetings and coordinate the process of proposal development among HWL staff and HWL’s strategic proposal partners.
  • Keep up to date with the healthcare contingent workforce management industry and utilize this information to inform HWL’s competitive positioning for proposals.
  • Maintain current knowledge of HWL products, product roadmap and service offerings.
  • Consistently maintain sales opportunity and customer status information in HWL’s customer relationship management (CRM) system HubSpot.
  • Provide regular updates to management, operations, and sales staff regarding the proposal process.


  • Bachelor’s Degree in business or communications or equivalent work experience
  • Minimum 5 years proven successful experience managing and writing winning RFP proposals efficiently in a dynamic, fast-paced environment on moderate- to high-complexity public and government healthcare opportunities
  • Understanding of managing and writing proposals for public and private with the understanding of the healthcare workforce management industry and landscape.
  • Ability to use standard English writing styles to write proposal sections; this includes information research and synthesis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • High proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project, Teams), and Adobe Acrobat.
  • Excellent teamwork and communication skills - this role will require pulling together work from teams across HWL and Jackson Healthcare and partners and keep smart, opinionated people moving along a common path.
  • Strong project management and organizational skills.
  • Multi-tasking and critical thinking skills and the ability to manage multiple priorities are essential
